Citi Attractive Ahead of Stress Test: Deutsche Bank
Shares of Citigroup Inc. ( C) were upgraded by Deutsche Bank, which anticipates events like the Federal Reserve’s upcoming stress test and an improving business environment will be among its main drivers. Deutsche Bank analysts Matt O’Connor upgraded Citi to buy from hold, saying he expects shares to rebound from their recent low levels. The bank’s stock is down 9.4% year to date.  Citi stock is off 17% from its 52-week high in January, which underperformed Bank of America Corp. ( BAC) and JPMorgan Chase & Co. BofA's Merrill admits misleading customers, to pay $42 million SEC fine
WASHINGTON/NEW YORK (Reuters) - Bank of America Corp's Merrill Lynch unit admitted to misleading brokerage customers about which firms processed their trades and agreed to pay a $42 million fine under a settlement with the U.S. Securities and Exchange Commission announced on Tuesday. The settlement follows a similar agreement with the New York attorney general in a related probe nearly three months ago, under which Merrill Lynch also admitted to wrongdoing and agreed to pay a $42 million (£36.9 million) fine. Merrill "fell far short of the standards expected of broker-dealers in our markets," preventing customers from making informed decisions about their orders and broker-dealer relationships, Stephanie Avakian, co-director of the SEC enforcement division, said in a statement.

Merrill Fined $42 Million for Hiding Where It Sent Client Orders
Bank of America Corp.’s Merrill Lynch unit agreed to pay a $42 million penalty to settle a U.S. regulator’s allegations that it routed millions of customer orders to outside brokers, while telling them it had executed the transactions internally. From 2008 to 2013, Merrill hid that the fact that client requests to buy and sell stock were being handled by proprietary trading firms and other outside entities, the Securities and Exchange Commission said in a Tuesday order. Merrill did so after some customers specifically asked that their orders not be executed externally because they were concerned about “information leakage,” the SEC said.
